Many organisations don’t understand the difference between Strategic and Operational Planning and then don’t link their Performance Management Program directly to the Plan at the appropriate level.

It is imperative that the various elements of the planning process are developed using the same parameters. This must take into account the anticipated strategic impacts that will include all those aspects of the business over which the business will not exercise direct control but about which they need to be aware to enable them to take the best action to bring it under control. The strategic planning process must be capable of looking 3 to 5 years out and then bring the program back into manageable stages.

From the Strategic Plan the Operational Plan must be developed with the staffing levels that will be responsible for implementation of that which they develop. This ensures that the correct accountabilities are established and kept under review and where necessary amended to meet the changing environment in which all businesses operate.

The Performance Management Program, to be effective, must be based on job descriptions that have been developed within the planning framework with measurable Key Performance Indicators that directly relate back to the Operational Plan. These KPI’s, then need to be subject to ongoing review throughout the year, not just used as a salary review vehicle.
